The suggestion is, however, dependent, upon aircraft being present on the station.

19.

Concludions.

(1) Aircraft are necessary for the defence

of Hongkong.

(2) Washington Agreement does not prevent the

establishment of an air base in the

Colony.

(3) An Air Force of 9 Fighters, 6 Torpedo planes and 4 Reconnaissance seaplanes should be established.

NOTE.

(4) Temporary landing ground should be extended

by reclamation to eastward to provide the site for a permanent air base.

(5)If conclusion (2) is held incorrect an aircraft carrier (ARK ROYAL) should be attached to China Squadron, carrying

9 aeroplanes (6 fighters, 3 torpedo planes) in ship, and having 3 reconnaissance seaplanes based on Kowloon slipway.

(6) Suggested formation of a local reserve of

pilots.

No mention is made in this paper of anti- aircraft defences, in the shape of A.A.guns, Listenin posts, etc., but they are considered an essential part of the defences, and would not appear to be forbidden by the terms of the Washington Agreement.
